Is Villainless Crime Worse than Victimless Crime?

There are accidents where the 'criminal' is really innocent. People suddenly jumping in front of running vehicles, being accused of murder when you acted in self-defense, etc... Those are Villainless Crimes. Compare that to Victimless Crimes which mostly have multiple victims in slow long-term processes. A food manufacturer processing toxic food ingredients, a drug firm with toxic drugs, etc... Do you know incidents in both?
